Kaarlo Heikki Tuori (s. 9. huhtikuuta 1948 Helsinki) on suomalainen oikeustieteilijä ja Helsingin yliopiston yleisen oikeustieteen emeritusprofessori. The aim of Kaarlo Tuori’s recent thought-provoking, striking, and after its reading indispensable monograph is two-fold: it is intended both as a reconstruction of European constitutionalism together with a general constitutional theory and a contribution to the transnational interpretation of the EU as an entity (p 349). Kaarlo Tuori Kaarlo Heikki Tuori, född 9 april 1948 i Helsingfors, är en finländsk jurist. Tuori blev juris doktor. Han var 1986−1992 forskarprofessor och 1986−90 biträdande professor i finansrätt vid Helsingfors universitet, där han 1990 utsågs till professor i förvaltningsrätt och 2002 i allmän rättslära.
